Creating a text or shape in Adobe Premiere Pro is very easy.
Either you select the tool you want in the “Tools”-window by clicking and holding on any of the icons to see a list of options or, even easier, you go to the “Program” window, click the keyboard shortcut “T” for text, to switch to the “Type Tool”. Then click anywhere inside the video and start typing your preferred text.

For a circle (or ellipse), click “opt + cmd + E” and for a square (or rectangle), click “opt + cmd + R” and if you want to have the shapes in different layers, make sure to deselect any layer in the timeline window before clicking the keyboard shortcut.
